When FS Traffic is fully installed you should see a justflight-fstraffic-module and justflight-fstraffic-controlcentre folder in the community folder and TCC should open. 

Note the TCC also won't open a second time if already opened. It is also possible that it is open but the window is minimized. Othwise it may take a few seconds to start.
